SUMMARY OF DUTIES:
The National Defense University invites interested persons to apply for the position of Associate Professor (Forward Office) which is currently available at the Near East South Asia Center for Strategic Studies located in Manama, Bahrain. The Associate Professor (Forward Office) is the primary advisor to the Director of the Near East South Asia Center for Strategic Studies on all in-region matters, with responsibility for coordinating the educational aspects of the Center’s in-region outreach programs and activities. The incumbent serves as a full-time Associate Professor (Forward Office) and the NESA Center representative responsible to manage in-region programs from a forward office in Bahrain.
He/She will be responsible for developing graduate level curricula and syllabi for seminars, workshops and conference modules oriented towards senior and mid-level military and senior officials.Duties will include preparing and delivering lectures, facilitating interactive classroom and roundtable discussions, refining syllabi, assigning readings, developing workshop programs, preparing instructional guides, supervising course delivery by counterpart faculty members, advising research fellows, reviewing and editing research papers and conducting independent and group research. Participate in the planning and the development of the NESA Center in-region programs to include curriculum related conferences and workshops. Teaches appropriate elements of the curriculum, often utilizing team teaching with the leadership of full professors. Assist in developing opportunities for outreach activities with cooperating institutions in the NESA region. Assist in developing programs, agendas, and organizing seminars and conferences in the region. Serve as a regional advisor to Fellows from the NESA region. He/She manage and coordinate NESA Center missions (operations and administration) in accordance with federal regulations, Department of State policies and guidance from NESA Center Headquarters in Washington, DC. Execute the vision of the NESA Center director and support the senior leadership to implement NESA Center plans and programs. Serve as the NESA Center in-region focal point and technical authority on all aspects of nesa Center programs. Coordinate and conduct in-region programs. Provide information to regional contacts to increase participation in NESA Center programs in Washington, DC. Enhance outreach efforts to governments, academic institutions, alumni, media and other entities in the Near East, South Asia and North Africa. Contribute to the management of the NESA Center’s growing alumni program in the region. Provide the NESA Center clarity of current events in the region in order to advise U.S. policy makers. Provide the NESA Center a venue to coordinate in-region engagement supporting Office of the Secretary of Defense Policy and combatant commands objectives. Support alumni and electronic outreach programs, Regional Network of Strategic Studies Centers, Track Two and strategic communications efforts by maintaining correspondence with alumni, attending alumni events, facilitating discussions and contributing materials to the Center’s websites.
The incumbent will manage all obligations, commitments, and budget issues within fiscal policies and supervise the development of estimates, and track/monitor resources to be used for official travel, contracts, equipment and supplies in the forward office. Coordinates with NESA Center leadership to initiate personnel actions involved in the recruitment, selection, promotion, transfer, recommendation, and disciplining of subordinates located in-region.

QUALIFICATIONS:
Applicants must have a Master’s degree with faculty experience in a relevant discipline; evidence of maturity as a scholar including a record of continuing research and service contributions; publications of books, monographs, and articles and reviews in recognized professional journals; and significant professional experience as a professor in either the Federal Government or a national security related institution or industry. Applicants will be rated on the basis of the criteria listed below and the potential to successfully accomplish the duties by subject matter experts appointed with the purpose of identifying the best-qualified candidates.
HIGHLY QUALIFYING CRITERIA:
- Demonstrated and successful leadership record in administrative functions, practices and techniques relevant to faculty development and evaluation, curriculum design and management techniques to lead a diverse staff with the ability to plan, organize and direct efforts of a team.
- Substantial record in leading graduate-level or professional executive courses, workshops, seminars, and conferences as well as the development and implementation of those programs.
- Must possess a Master’s degree and have progressive teaching experience in, public policy, politics, international relations or related field focusing principally on the countries in the Near East and South Asia regions, including states and non-state actors in the Levant, Arabia, Persian Gulf, North Africa, India, Pakistan, Sri Lanka, Nepal, Maldives, Bangladesh, and Afghanistan.
- Ability to provide expert advice, counsel, and instruction to foreign nationals, senior military and civilian leaders on national security and course subject matters.
- Substantial record of research and service contributions within a given field of academic study with a primary emphasis on the Near East and South Asia regions; publications of books, monographs, or pieces in recognized professional journals, scholarly presses, or peer-reviewed outlets.
- Ability to communicate effectively both orally and in writing with senior Department of Defense civilian and military leaders and civilian academic institutions.
CONDITIONS OF EMPLOYMENT:
- This is a National Defense University (NDU) civilian professor position as provided under Title 10. The first year will be probationary. Appointment will be for three years and may be renewed in one to three year increments thereafter.
- Must be a U.S. citizen and able to obtain and retain a SECRET Clearance.
- Must be physically able and willing to travel.
