In this iteration of the NESA IOR Digital Series, Jeff Payne is joined by Dr. Joshua Tallis of the Center for Naval Analyses (CNA). The conversation centers on how various illicit activities at sea overlap in the tools and methodologies used. As such, efforts at counterterrorism at sea, drug interdiction, or even counter-smuggling, build the capabilities of states to address a collection of illicit network challenges. Dr. Tallis also discusses how the U.S. can enhance its effectiveness throughout the IOR and how MARSEC efforts are directly tied to larger strategic interests of the U.S., particularly within the sphere of “Great Power Competition”.
